Excerpt from The Chemical Trade Journal, Vol. 13: A Weekly Newspaper Devoted to the Commercial Aspect of the Chemical and Allied Industries, July to December, 1893This fact seems likely to be demonstrated ere long to the Mersey and irwell Joint Committee. Many of our readers will remember that when this Committee wisely foresaw the necessity of having an expert to advise them as to the steps they should take in enforcing their powers for preventing the pollution of the rivers lrwell and Mersey and their tributaries, by the introduction of manufacturers' waste waters, much discussion took place about the appointment which the Com mittee proposed to make.In the laudable desire to secure a man of high degree, who it was calculated would strike terror into the hearts of offending pollutors. And by reason of his exalted position would be sans pm rt sans refresh, the warnings of those members of the Committee who were competent to estimate the qualities of their prospective Magma Apollo were granted somewhat scanty consideration. The feeble assistance afforded the Committee by the Preliminary and Final Report, which emanated from the same eminent source, did not augur well for the future, but of course it is impossible to know what assurances of more substantial aid were given in mitigation of past shortcomings. Be this as it may, eventually the veritable Jupiter was secured at a fitting figure. Shortly, however, the Committee found that whatever the resources of their great chemist might be, they required a sum of {25 towards obtaining the necessaries for testing ef¿uents, the latest discovery being that even then only the testing of manufacturers' ef¿uents could be performed free of cost, it being necessary to charge the sum of five shillings for analysing ef¿uents from Rural Sanitary Authorities, etc. Elsewhere in our columns this week those analyses will be found, together with an opinion as to the reasonableness of the charge.About the PublisherForgotten Books publishes hundreds of thousands of rare and classic books.
