1. (1.) Construction of statutes. The following rules shall govern the construction of all statutory enactments,
1. The ordinary signification shall be applied to all words, except words of art, or connected with a particular trade or subject-matter, when they shall have the signification attached to them by experts in such trade, or with reference to such subject-matter.
2. The present or past tense shall include the future.
3. The masculine gender shall include the feminine and neuter.
4. The singular or plural number shall each include the other, unless expressly excluded.
5. A joint authority given to any number of persons, or officers, may be executed by a majority of them, unless it is otherwise declared.
6. A substantial compliance with any requisition of the Code, or laws amendatory thereof, especially on the part of public officers, shall be deemed and held to be sufficient, and no proceeding shall be declared void for want of such compliance, unless so provided by the enactment.
8. When a number of days is prescribed for the exercise of any privilege, or the discharge of any duty, only the first or last day shall be counted, and if the last day, hall fall on the Sabbath, another day shall be allowed in the computation.
9. In all interpretations, the courts shall look diligently for the intention of the General Assembly, keeping in view, at all times, the old law, the evil, and the remedy. Grammatical errors shall not vitiate, and a transposition of words and clauses may be resorted to when the sentence or clause is without meaning as it stands.
2. ( 2.) Meaning of certain words. The following meaning shall be given to each of the following words in all statutes, unless a different meaning is apparent from the context:
Property includes real and personal property.
Person includes a corporation and persons of color.
