The Secretary of War, for ansiner to Gen. Buta ler, directed a sort of dr. And cr. Account to be opened - not exactly with the master, and not exactly with the slave - but as it were with Whom it might concern. The President, in his message of July, said that itwould be his pur pose, after the rebellion should it be suppressed, to be guided by the Constitution and the laws. In the Message of Dec. '61, I find only plans and projects for the bettering of those persons confiscated, or already free, but no recomniena dation as to the duty of the government toward loyal persons still in bondage, and no allusion to the rights or welfare of the unwnfiscaled hut coming contraband.
