They had nothing to lose and the world to gain by such a policy. They were secure in their home market and desired only a reduction in foreign tariffs to secure a large share of the foreign market.So it happened that while the agrarians were demand ing protection as a panacea for their ills, the manufacturers naturally opposed to any such policy, advocated a more liberal tariff.
