Excerpt from The Edinburgh Review, or Critical Journal, Vol. 232: July, 1920-October, 1920, To Be Continued QuarterlyBut Lord Grey's letter, though singularly complete within its limits, could not do more than outline the difficulties with which the people of the United States and their representatives have been confronted in dealing with the treaty. He had to compress into two columns of a newspaper the substance of what had been debated in the Senate, at political meetings, and in the papers throughout the United States for more than a year. However clear, then, his exposition of the situation, some Of it necessarily remained Obscure to those who had no knowledge ofthe workings Of the American Constitution, or understanding of the American mind and the conditions Of which it is the outcome. It is, then, no work of supererogation to supplement Lord Grey's statement by an attempt to illustrate, from the reports printed in the Congressional Record' and other Official documents, the reaction of President Wilson's ideals upon American statesmen and politicians, of various types and parties, and the nature Of the constitutional issues raised by his attempt to realise those ideals at the Peace Conference. The task is no easy one, for the materials are voluminous and the cross-currents Of Opinion and prejudice very confusing to the wits. If I attempt it here, it is because I hold strongly with Lord Grey that nothing is more desirable in international politics than a good understanding between the two great branches of the English-speaking race.
