Excerpt from The Future of Head Start: Hearing Before the Subcommittee on Education and Health of the Joint Economic Committee, Congress of the United States, One Hundred First Session, February 26, 1990
We're talking about expenditures of $5 to $10 billion a year to fully fund Head Start for 3-year-olds, 4-year-'olds, and 5 - year-olds. The administration tells 118 that their proposed $500 million will fund 70 percent of the 4-year-olds. IS this the length and breadth of our Head Start need? Should we be including 3-year-olds in a Head Start Program? Should we feel that by the time a kid gets to be 5 years old that the 3 or 4 hours he or she may get in a kindergarten is enough, or is a longer program, a more enriched program than the kindergarten program considered necessary?
