But the Packard company did not find it necessary to have representative bodies for a force of less than 300. SO everybody attends the meetings. In the beginning they held a meeting every week, now about once a month.. Factory problems are dis cussed and decided by the Committee of the Whole. If an investigation is necessary, a special committee of five, three elected by the employees and two appointed by the management.
