It is the quality of the ruler that he has the power to bring the force of the whole society against any member, or of the majority against the minority. Such ability would exalt him above any individual, and the concept that the aggregate of individuals comprise a quality of primacy which separately they do not contain, or if at all, only in fractional degree, is too much of an abstraction to concern men in the savage or the barbarous state.
