Floyd again renewed his efiorts in its behalf. He made a strong speech in favor of the bill, reiterating the sentiment of the committee 3 report and his own arguments for occupation in the former debate, dwelling especially upon the military and com mercial advantages to be gained by occupation of the terri tory and recalling a recent imperial edict, issued by the Czar of Russia which asserted a claim to the whole of the territory in question. This time his efiorts were attended with better suc~ cess and the bill passed the House by a vote 113 to 57. In the Senate, however, it met with strong opposition. Although supported by a few expansionists, prominent among whom were James Barbour, of Virginia, and Thomas H. Benton, of Missouri, it was opposed by many of the members. Some of these ventured so far as to express a desire that the Rocky Mountains be made the everlasting boundary of the Union.
