It is the main purpose of this writer to portray the advances made, as a matter Of an addition to the letter rather than the spirit of history, and secondarily, to point out some Of the lessons easily deduced therefrom.It is hardly possible to enter as minutely into detail in this review as would be desirable from an historical standpoint or of perfect interest to the statistician.
