With that end in view a committee was appointed by the Conference to investigate the system of government 1 by which the United States had so quickly outclassed the old nations of the world, and to make a detailed report of its findings at a future meeting of the Conference. The committee appointed for this purpose was a most remarkable one and consisted of seven members, as follows: The President of the French Republic, as Chairman, the King of England and Emperor of India, the Czar of Russia, the Emperor of Germany, the Sultan of Turkey, the Shah of Persia, and the Mikado of Japan.
