The entire state of Illinois was suffering from a painful lack of ade quate banking facilities. Two years earlier the State Bank had failed, and its affairs were now being settled. Moreover, the dominant political party was bitterly hostile to banks in any form. Framed under its in¿uence, the new constitution, adopted in 1847, required that every bank charter granted by the legislature be submitted to the people for rejection or ratification.
