But we still lack a critical exposition of the relations of existing measures and systems of taxation to the rational bases of its methods, nor, perhaps, is it too much to say that the principles implied in such an exposition have never been clearly formulated. Hence many vigorous and really able commentaries on measures and systems of taxa tion have been comparatively ineffective.
