Taxation of the motor owner on a strictly moderate scale may be justifiable, but directly such taxation becomes really high, it discourages the develop ment of the industry and, furthermore, directs it into wrong channels. Thus, for example, the scheme of taxing motor vehicles on the basis of the horsepower of their engines necessarily depends on some arbitrary formula for the assessment of the power.
