The documentary evidence consists largely of the Annual Reports of the Surgeon General of the United States Public Health Service, the Regulations Governing the Public Health Service, certain Congressional Committee Reports, the Public Health Service Regulations for the Sale of Viruses, Serums, Toxins, and Analogous Products, and the Congressional Hear ings on various bills pertaining to the Institute.
In regard to the second general source, it should be added that within the last few months I have spoken with the men at the Institute specifically about the administrative problems arising out of their work.
This opportunity was afforded me as a result of my father's' position as volunteer worker at the laboratory since 1924. Only because of his frequent conversations with me of the work and the men at the Institute, have I been able to reach some under standing concerning the methods and ideals behind scientific research in general, and of the character of the Institute in particular.
