The form of government which the Lord Proprietor had established in the Province of Maryland, and to which it had been almost continuously subject since its foundation in 1634, came to an end in the early struggles of the Revolution. After a comparatively short interval, a new constitution was drawn up and adopted, and the new government of the State was put in the place of the old Proprietary government. But the one did not abruptly end, nor the other abruptly begin. The powers of the Proprietary government were only gradually forced into disuse, to be as gradually assumed by another, rising Authority, which eventually established and, in its turn, gave way before the new State government. It is the history of the government of the Province during this transitional period, or of what is known as the Provisional Government of Maryland, that this paper is designed to study.
