And had the British Government again turned back, in 1899, after acknowledging its obligations, as by accept ing the Uitlanders' petition to the Queen it did acknowledge them, thousands would have left the shores of South Africa never to return. And in other countries the question is not devoid of attraction - yet such gross misapprehensions exist!
