It has, unfortunately, been true that the substantial and permanent benefits of the Act to Regulate Commerce and its supplementary legislation have been many times indirect and frequently unperceived, even by those who in fact benefited most by their observance. By accurate observance of the shipping detail of these laws, the shipper is enabled to bring under close control a heretofore varia ble cost in the distribution of his goods and to procure prompt and effective enforcement of his rights in the transportation of his property, as those rights are guaran teed to him by the supreme law of the land.The administration of the regulatory laws by the Inter state Commerce Commission has been wisely prosecuted by that body with a knowledge of conditions, of environ ment, and of transportation relations, and the findings of the Commission are made by law prima facie true, the courts having ascribed to them the strength due to the judgments of a tribunal appomted by law and informed by experience.
