Excerpt from The Viceroy of New SpainFrom this statement of the viceroy's civil functions it would seem necessary to assume that he would regulate rather strictly all matters relating to commerce and trade, but this was by no means the case. For the general movement of internal trade he was indeed responsible, but so minute was the oversight main tained by the home government in this all-important branch of colonial affairs that the viceroy was left comparatively little dis cretion.6 The Madrid government, acting through the Casa de Contratacion, or India House, at Cadiz, relieved the viceroy of everything but a very general supervision of the Mexican end.
