Excerpt from To the Senators and Representatives in Congress, From the State of TexasAfter much discussion as to plans, the result was the organization Texas Cotton Office, and my appointment as Chief, with Messrs. George Ball and James Sorley, pr minent merchants of Galveston, B. A. Shepherd of this city, and W. J. Kyle, a planter of Fort Bend county, as associates. It was thought that these gentlemen, who were long residents of Texas, who combined a long and familiar acquaintance with the people, with a knowledge of the wants of the Department, and the means by which these wants m1ght be supplied, would afford sufficient guarantee as to the faithful and judicious application of all Cotton required under the plan.
