Mullen, Prison Agent: January 1, 1866We would here remark, as we have on previous occasions, that it is greatly to be regretted that our City Councils have not yet made. An appropriation for the building Of a House of Correction, by which our over-crowded prison could be relieved of drunkards and vagrants, who might be made to work and earn their keep, but who, under the' present arrangement, are supported in idleness, thereby interfering with the legitimate business of imprisoning convicts, who are now crowded, in many instances, three in a cell, instead Of one, as the law requires. There must be some action on this subject, at once, or there will have to be an' addition made to the prison.
